INSURANCE TO IMPACT: A Guide to Building Resilience in a Hotter World

Our new guide, Insurance to Impact, draws on experiences working with more than 300,000 women through the Women’s Climate Shock Insurance and Livelihoods Initiative (WCSI). Incorporating real-life examples across South and Southeast Asia, Africa and North America, this short guide explains CRA’s pioneering approach to using insurance to protect women’s health, income and dignity as temperatures rise.

As country leaders focus on avoiding breaching the +1.5°C threshold of the Paris Agreement, nighttime temperatures in cities are soaring at a rate of as much as 10 times higher than daytime temperatures.  A groundbreaking new report from Climate Resilience for All (CRA), Extreme Heat and the Shrinking Diurnal Range: A Global Evaluation of Oppressive Air Mass Character and Frequency, released in November 2025, reveals that nighttime temperatures are rising at alarming rates in cities across the globe.

As climate change drives increasing deadly and costly global and local heat extremes, efforts to limit their impact on the health and incomes of the most vulnerable are increasingly needed. Women workers are among those disproportionately affected by heat. Many work in the informal economy where they have limited protections and lower incomes. Demands on their time in terms of household and family responsibilities—as well as cultural restrictions—can add to their heat exposure and limit their ability to reduce it.

Adaptation finance is needed urgently by climate-exposed communities across the globe. This primer presents potential sources of financing for climate adaptation and resilience projects as the world gets hotter, wetter, drier, and generally more vulnerable to the deadly and costly shocks and stresses of climate change.

The accelerating effect of extreme heat is now the biggest killer among climate extreme events. But the scale and seriousness of the threat is hard to portray visually, not least because heat is largely invisible - unlike other climate extremes such as floods and storms - and because many of those suffering its impact do so indoors, out of the public eye.
